Managing Security Resources in Africa Seminar

Recently, at the Africa Center for Strategic Studies Managing Security Resources in Africa Seminar, representatives from the Republic of Djibouti, Republic of Kenya, Somalia, Republic of Tanzania, Republic of Uganda, coalition partners, The East African Community and The United States met to discuss strategic security studies, research, and outreach activities in Africa.

Recently, at the Africa Center for Strategic Studies Managing Security Resources in Africa Seminar, representatives from the Republic of Djibouti, Republic of Kenya, Somalia, Republic of Tanzania, Republic of Uganda, coalition partners, The East African Community and The United States met to discuss strategic security studies, research, and outreach activities in Africa.

The National Defense University Africa Center for Strategic Studies in Washington D.C. sponsored this seminar in Uganda. The seminar was designed primarily to discuss managing security resources in Africa.

The discussions also included the promotion of civil-military cooperation, protecting human rights and the promotion of democratic values.

According to the George C. Marshall European Center for Security Studies website, “the Managing Security Resources in Africa program comprises a series of applied activities aimed to equip African security sector managers with appropriate, internationally-recognized practices in the areas of strategic planning and security sector resource management. Some of the more specific aims are to: (a) reinforce the link between effective resource management and the attainment of national security goals, (b) highlight the importance of predictable policy environments, transparent procedures and accountable officials, (c) demonstrate the importance of adopting appropriate, internationally-recognized practices in the areas of strategic planning, budgeting, procurement, human/physical resource management, and logistics, (d) examine the policy, institutional and capacity challenges facing practitioners in Africa; (e) evaluate the intended and unintended consequences of various models of resource management in Africa; and (f) identify the roles and responsibilities of civilian and military leaders in effectively managing Africa’s security resources.”

The ACSS MSRA, “is the pre-eminent Department of Defense institution for strategic security studies, research, and outreach activities in Africa,” said Major General Mark R. Stammer, Commanding General of the Combined Joint Task Force – Horn of Africa, during his keynote address.
