GARISSA, Kenya - Students at the Garissa Boys' High School in Kenya's North Eastern Province clean their feet in fresh water March 7, 2009. Water now flows to that faucet thanks to a newly-dedicated 200,000-liter water cistern and a tower which supports a pair of 10,000-liter holding tanks. The project was a joint effort by the Kenyan government, the U.S. Embassy in Nairobi, military engineers, and a civil affairs team from Combined Joint Task Force - Horn of Africa. U.S. Army civil affairs authorities say Garissa, located in a remote part of Kenya's North Eastern Province, has been suffering drought conditions for nearly 20 years.
